Education is vital at various stage of skills and career development. Starting from K to 12 including teachers exchange in language studies and communication skills; to vocational, college, and universities to prepare students with professional and career development. Also, returned citizens needed to develop a different skillset to evolve with the economic development, our educational program evolves with public and private organizations requirement to support our students to succeed in life.

Both Cities have pledged the commitment to establishing business opportunities and projects which will be mutually beneficial to Richmond and Zhoushan, including enhancing utilization of the Port of Richmond, creating joint business venture development, identifying and pursue investment opportunities for business and development projects in each other's city.

Provide public access for our citizens with both physical and virtual environments to display Zhoushan's artifacts, studies of Mandarin language, cultural exchanges between Zhoushan City Arts and Culture Bureau and Richmond Arts and Culture Commission, musical performances including the arts of dancing, music troops including other arts & cultural organizations. Provide air-time on the City of Richmond television station, KCRT, and to promote information for Travel & Tourism for the City of Zhoushan.
